Sampo is a Wind Nihility character who focuses on dealing damage over time. His Skill hits several enemies and can stack Wind Shear, a debuff that deals Wind damage each turn. His Ultimate hits all enemies and makes them take more damage from DoTs. Sampo’s Talent increases his chance to apply Wind Shear whenever he attacks, while his Technique starts the battle by applying Wind Shear to everyone.

In order for Sampo to reliably inflict Wind Shear, he should have at least 64% Effect Hit Rate. He also needs to stack his ATK up to 3,600 to get the DoT bonus from the Revelry by the Sea set. Additionally, having 134 or more Speed helps him take turns faster and apply more DoTs.

If Sampo often breaks Weakness, this Light Cone can help increase his total damage. However, it doesn’t give Effect Hit Rate, so you may need to get more from relics to keep his Wind Shear consistent.
